Measuring the Impact of this Strategy

[CITY] will track the success of its data strategy through transparent reporting, performance metrics, and continuous feedback loops.

The success of this data strategy will be measured in the meaningful impact it has on [CITY]’s Strategic Priority Areas:

  • [PRIORITIES]

It is a cross-organisational effort that requires new levels of openness to realise the ambitions the municipality has for improving service delivery, infrastructure and quality of life.

Defining KPIs

To effectively measure progress, the municipality will establish clear key performance indicators (KPIs) that align with desired outcomes. These KPIs will:

  • Map directly against outcomes in the municipality’s strategic priority areas
  • Align with broader city and national development goals
  • Measure both implementation progress and impact results
  • Include metrics for data quality, accessibility, and utilisation

Data Collection and Analysis Methods

The municipality will implement robust methods to collect and analyse data on strategy implementation and outcomes:

  • Run occasional surveys to gather feedback from primary users
  • Publish public dashboards on the [CITY] website to provide access to real-time analytics on strategy implementation
  • Build on existing transparency work to track progress on foundational datasets
  • Conduct regular data maturity assessments to measure organisational progress
  • Develop clear success criteria that will support evaluation of the strategy’s impact over time

[CITY] will incorporate gender and social inclusion (GESI) performance indicators to track whether municipal data initiatives are closing disparities or unintentionally reinforcing them. The municipality will conduct annual equity audits of data systems, ensuring that service delivery models do not disadvantage women, informal workers, or low-income residents. GESI-focused KPIs will include measures such as service accessibility by gender and disability status, the proportion of municipal datasets that are disaggregated, and community participation in data decision-making.

Reporting and Accountability

Transparent reporting will ensure accountability and demonstrate the value of the data strategy:

  • Publish scores on data maturity and infrastructure assessments and benchmark against previous scores over time
  • Develop annual impact reports to demonstrate progress to plan and broader societal outcomes
  • Maintain a public roadmap on durban.gov.za showing completed, in-progress, and prioritised initiatives
  • Publish the strategy itself as a website that can be regularly updated
  • Create compelling narratives that connect data initiatives to tangible improvements in municipal services

Action Items

  • Develop success criteria and other data points for measuring strategy implementation
  • Publish a data strategy dashboard on the [CITY] website
  • Publish a roadmap for the data strategy
  • Establish a regular reporting schedule for impact assessments and maturity evaluations
